In a new report, the Swedish Chamber of Commerce argues that Stockholm-Arlanda's emissions cap should be abolished. The emissions cap regulates not just aviation operations but also all ground transport of passengers, employees and goods to, from and at the airport, regardless of their starting point or final goal. Car traffic accounts for more than half of the carbon dioxide emissions included under the emissions cap. This means that the airport’s potential for impacting emissions under the emissions cap is very limited.
"Stockholm-Arlanda is the only airport in the world that has an emissions cap that includes ground transport to and from the airport. If you travel by car from Malung to Stockholm-Arlanda, the car’s carbon dioxide emissions are included in the emissions cap. That is unreasonable. In order to meet the emissions cap in the future, Stockholm-Arlanda has to reduce air traffic. The airport is slowly being strangled, and this affects jobs and business opportunities," says Anna Wersäll, head of economic policy at the Stockholm Chamber of Commerce.
